The purpose of framing is to draw attention to the subject of the picture. The subject of the picture is focused on because other parts of the image are being "blocked out". Also, the idea of Repoussoir relates to the technique of Framing. Repoussoir is when elements in the foreground are on the sides of the frame which lead the viewer's eye to the subject.
